Description
The City of Cedar Rapids is soliciting bids for environmental remediation and demolition at three residential parcels: 1851, 1861, and 1865 Ellis Boulevard NW. The contractor must remove asbestos-containing materials, household hazardous waste, and other regulated materials; demolish the residential structures, garages, and other identified improvements; remove foundations, debris, private walks and drives, fences, and miscellaneous materials; disconnect utilities; and leave each parcel clean and in a natural state. The scope includes required permits, Iowa Department of Natural Resources notifications, waste transportation and disposal, recycling or salvage of eligible materials, site security, traffic controls, backfilling, grading, testing, and seeding. The remediation contractor must hold an Iowa Asbestos Contractors Permit, and personnel working in regulated areas must hold the required Iowa asbestos licenses. The work includes asbestos abatement, hazardous-waste handling, environmental documentation, and compliance with OSHA, EPA, Iowa Department of Natural Resources, and applicable local requirements. Bidders must provide firm-fixed pricing by parcel, with separate discovery-item pricing for septic tanks and cisterns. The initial contract term runs from City execution through November 30, 2026, with possible written mutual extension. Payment and performance bonds are required from the awarded contractor, each equal to the contract price.
