Description
The City of Cedar Rapids is seeking a consultant to conduct a feasibility study for consolidating emergency communications and Public Safety Answering Point operations. The study must evaluate full consolidation, partial or shared-service models, contract dispatching, hybrid governance, and phased implementation approaches. Required work includes operational, technology and infrastructure, financial, governance, human resources, organizational, facilities, risk, and implementation analyses. Deliverables include a project schedule, stakeholder interview summary, existing-conditions and benchmarking analyses, governance options, financial and capital analyses, facility and technology assessments, staffing and risk analyses, a phased implementation plan, draft and final reports, an executive summary presentation, and continued services for one year after the report is complete. Proposals must include an all-inclusive firm-fixed price, company and personnel qualifications, three similar-project references from the past three years, a work plan and schedule, and sample documents from prior projects. The proposal must be submitted as one PDF, with a title page for each section and numbered pages.
