Description
The City of Cedar Rapids seeks an independent consultant to evaluate complex multifamily and mixed-use development projects requesting incentives beyond the City's standard terms. Services include comprehensive financial and pro forma analysis; review of capital stacks, debt and equity sizing, sources and uses, revenues, operating expenses, cash flows, leverage, returns, financing gaps, and key assumptions; due diligence on developers and project sponsors; and evidence-based recommendations regarding the feasibility and appropriate sizing of City incentives. The consultant will provide project-level reports, cost-benefit analyses, written findings, slide presentations, staff support, and training in economic development finance and real estate project evaluation. The work also includes participation in meetings with developers and City staff, recommendations for incentive strategy and performance metrics, and ongoing technical assistance. Proposals are evaluated on qualifications and experience (50%), financial terms (15%), and responsiveness to the RFP (35%).
