Description
The Los Angeles County Sanitation Districts is offering SB 1383-eligible recovered organic waste procurement attributes in two options: renewable electricity and Class A Exceptional Quality compost. The opportunity is structured as a book-and-claim transaction; no physical delivery of electricity or compost, renewable natural gas, or related environmental attributes is contemplated. Multiple jurisdictions may be awarded, and offers may cover either or both options. Estimated 2026 availability is 8,500,000 kilowatt-hours of renewable electricity and 15,000 tons of compost. Respondents must complete the Request for Offer Form, including requested quantities and unit prices, and submit a signed Non-Collusion Declaration. Offers are accepted year-round, assessed semiannually on March 1 and September 1, and must remain valid for at least 120 days. The Districts may negotiate with and select the highest responsive offers and may award all, part, or none of the requested quantities.
