Description
The City of Orange Cove is soliciting sealed bids for rehabilitation of the wastewater treatment plant effluent storage pond levees. The base work includes clearing and demolition; excavation and off-site disposal of sludge and unsuitable material; levee reconstruction and fine grading; installation of a compacted Class II aggregate base roadway along the levee crown; Class II rock slope protection on geotextile fabric, including toe keys; protection and verification of existing pipes; soils and compaction testing; stormwater pollution prevention; and fugitive dust control. The City will perform pond dewatering and isolation. A bid additive covers similar work at Pond 4, including salvage and reinstallation of existing fencing. The engineer's estimated base bid is approximately $1,772,105, excluding the bid additive. Bidders must hold a California Class A General Engineering Contractor's License and comply with California Department of Industrial Relations registration requirements. A bid security equal to at least 10% of the total bid is required. The successful contractor must provide 100% performance and payment bonds and required insurance after award. The contract requires completion within 45 working days from the Notice to Proceed, with a required completion date of February 25, 2027, and liquidated damages of $500 per calendar day.
