Description
The Tiverton Wastewater District seeks a certified public accounting or financial/payment management firm to collect and manage sewer construction assessments associated with its USDA-funded Phase 1 Sewer Expansion Project. Services include setting up and managing assessment accounts, monthly billing and invoicing, electronic payment receipt and processing, account reconciliation, customer payment support, payoff calculations using amortization schedules, secure storage and protection of payment information, and monthly written status reporting to the District. The selected firm must support payment-plan administration for up to 40-year plans, including delinquency reporting to the District. Proposals must describe the firm's qualifications, relevant municipal experience, professional staff, work plan, software and analytical procedures, internal-control approach, client and reference history, subcontractors or co-proposers, professional liability coverage, and applicable compliance and licensing qualifications. A completed bid form must provide fees for each of five fiscal periods and hourly rates for special non-management services. Quarterly in-person or virtual coordination meetings are anticipated. The contract is expected to support a January 1, 2027 notice to proceed and a five-year service requirement.
