Description
The City of Westminster is requesting information from qualified Construction Manager at Risk teams and specialty partners regarding a future project to rehabilitate approximately 3,700 linear feet of 54-inch interceptor sewer serving the Big Dry Creek Wastewater Treatment Facility. The 30% design identifies UV-cured CIPP as the basis of design, with approximately 20 bends, widespread hydrogen sulfide-induced corrosion, and no observed structural failures. The anticipated scope includes rehabilitation of seven existing manholes, construction of six new permanent access manholes, a new upstream diversion structure, and an approximately 8,400-linear-foot temporary bypass system with 100% redundancy. The selected CMAR is expected to support final design, constructability and access planning, CIPP installation strategy, treatment plant protection, bypass routing and monitoring, specialty subcontractor engagement, progressive estimating, scheduling, bid packaging, procurement, GMP development, and construction implementation. This RFI does not request pricing; responses are due September 15, 2026, and the anticipated CMAR RFP advertisement is September 24, 2026.
