Notice to Bidders/ Interested Persons Tompkins County Whole Health The County of Tompkins hereby gives notice that proposals for Utilization of Tompkins County JUUL Settlement Funds for Youth Vaping Prevention, Cessation and Treatment Initiatives will be accepted up until 2 PM Thursday, October 7, 2026. Responses to this RFP and any other required documents shall be submitted online through the Tompkins County website at: https://www.tompkinscountyny.gov/All-Departmen ts/Finance-Department/ Purchasing-Division and selecting ‘Open Solicitations’. This will take you to Bidnet Direct where the RFP information is posted for the public. Bidders who do not have, or cannot obtain, internet access must contact the Purchasing Division, (607) 274-5500 for further proposal submission instructions. 9/10-9/12/2026

Description
Tompkins County Whole Health and the Tompkins County Legislature are seeking proposals from nonprofit, for-profit, academic, healthcare, and community-based organizations to use JUUL settlement funds solely for programs serving Tompkins County youth and young adults. Eligible activities include preventing vaping initiation; community-, school-, college-, and university-based anti-vaping programs; cessation services; enforcement of vaping laws and regulations; safe disposal of vaping products, devices, batteries, and liquids; and research and surveillance. Proposals must address at least one approved use and explain how they will expand, enhance, or create services that are limited or not readily accessible in the community. The total funding available is $75,000. Proposals will be evaluated on organizational history and relevant experience, implementation capacity, program description and feasibility, alignment with approved uses, budget/value/cost and sustainability, and evaluation and reporting. The contract term is November 13, 2026, through December 31, 2027, with two optional one-year extensions by written mutual consent. Responses must include the supplied forms and required certifications, including the proposal template, non-collusive bidding certificate, anti-discrimination materials, sexual-harassment certification, livable-wage attestation, vendor responsibility questionnaire, and business demographic survey. The proposal may not exceed 30 total pages.
