Description
The Delaware Division of Public Health, within the Department of Health and Social Services, is soliciting proposals from private organizations for programs and services funded through the Delaware Health Fund for Fiscal Year 2028. Proposed programs must advance one or more statutory health purposes, produce specific and verifiable health outcomes, demonstrate organizational capacity and reasonable budgets, include realistic sustainability plans, and coordinate with rather than duplicate existing services. Funding priority will be given to tobacco prevention and cessation and cancer prevention, detection, and treatment programs. Responses must include a transmittal letter, pricing, a completed workplan, organizational and program information, business references, and the required vendor forms. Subcontractors may be used with State approval and must be identified in the proposal. Proposals are submitted electronically through the Euna Procurement portal; hard-copy, mail, fax, and email submissions are not accepted. Funding and any resulting agreement are contingent on Fiscal Year 2028 legislative appropriation.
