Description
The Pan American Health Organization is seeking professional consulting services to conduct a baseline diagnosis of LGBT+ health needs and the availability of public and community-based health services in four prioritized regions of Panama: Metropolitan, San Miguelito, Panama Oeste, and Chiriquí. The work includes qualitative and quantitative analysis, document review, interviews, service and community-organization mapping, and identification of gaps, existing capacities, challenges, and needs. The consultant must develop a work plan, plan and facilitate an analysis workshop with key stakeholders, prepare an integrated proposal to improve the health-services offering, and produce diagnostic, analysis, proposal, and final reports. Recommendations should support the development of policies, legal and regulatory frameworks, plans, and operational documents within a human-rights, gender-equality, and quality-of-care framework. The engagement is hybrid, combining virtual and in-person work, is performed by deliverables, and has a stated duration of three months from contract signature.
