Description
The City of Syracuse is soliciting contractors for supplemental snow-clearing services across a predetermined network of city sidewalks serving schools, shopping areas, and neighborhood amenities. Contractors must provide suitable snow-removal equipment operated by trained personnel, clear sidewalks to a 46-inch width where specified, clear crosswalks, corners, and street approaches, and complete assigned routes within 18 hours of deployment after three inches of accumulation or when otherwise directed by the City. Truck-mounted V-plows may not be used on sidewalks. Vendors must provide equipment lists, maintenance procedures, contingency plans, licensed vehicles and drivers, and participate in a City inspection or dry run. The scope may include restoration work, with subcontractors permitted for restoration subject to City approval. The contract term is two years beginning November 1, 2026, with one two-year renewal option. Pricing is requested per deployment based on the number of clearings, plus an alternate per-mile rate. A $500 bid security is required, and the successful contractor must provide a $500 performance and payment bond or certified check. Proposals must include a transmittal letter, qualifications and experience, references for up to three similar snow-clearing contracts, and team organization information, along with the required forms and disclosures. Insurance requirements include workers’ compensation and other legally mandated coverage, plus comprehensive general liability insurance with a minimum $1,000,000 single limit; the City must be named as an additional insured.
