Description
NASA is seeking an experienced institutional real estate and capital markets advisory firm to evaluate NASA-identified sites and infrastructure at Ames Research Center for potential hyperscale, investment-grade data center development through an Enhanced Use Lease. The contractor must provide in-house institutional investment sales, capital markets, development, and data center expertise, including experience with hyperscale users, developers, operators, investors, lenders, ground leases, structured transactions, and power-dependent developments. The work includes site assessments; evaluation of land, access, development capacity, phasing, expansion potential, electrical power and other infrastructure; identification of environmental, operational, security, land-use, and mission constraints; due-diligence planning; development concepts; site ranking; and assessment of institutional market readiness. The primary deliverable is a Site Feasibility and Development Readiness Report containing findings, development concepts, infrastructure dependencies, risks, information gaps, recommended NASA actions, comparative site assessments, and a planning-level development schedule. The period of performance is 90 days from the effective date of the order, and the award will be made using a lowest-price technically acceptable evaluation.
