Description
DeKalb County is soliciting proposals and statements of qualifications from professionals or developers to serve as the developer for a public-private partnership involving the development, design, construction, furnishing, operation, and maintenance of a new county jail. The planned facility is approximately 56,725 square feet with approximately 235 rated beds and includes sheriff’s administration and offices, evidence and property storage, multipurpose training rooms, expanded intake and booking, full-service kitchen and laundry facilities, a secure inmate-transportation sallyport, medical support space, and housing, classroom, and support areas for the Jail Chemical Addiction Program. The scope also includes site development, utilities, road and traffic improvements, parking, security upgrades, and procurement, delivery, coordination, and installation of furniture, fixtures, equipment, information technology, audiovisual, security, signage, environmental graphics, and specialty equipment. An optional alternate would add an approximately 2,075-square-foot county morgue with a procedure room, conference room, restrooms, body cooler, and independent dock/sallyport. The selected developer will be responsible for permitting, design, construction and commissioning, facility security through completion and handover, lifecycle maintenance, facility-management services, and operations and maintenance for a minimum 30-day operating period beyond handback. The developer must provide an approach and schedule for establishing a negotiated Guaranteed Maximum Price during a scoping period. Payment and performance bonds are required when construction commences, at not less than 100% and 50%, respectively, of the cost to design and construct the public facility.
