Description
The Texas Department of Criminal Justice seeks one contractor to provide a comprehensive, no-cost-to-the-Department Inmate Technology System statewide. The scope includes installation, operation, maintenance, and support for inmate telephone services, secure inmate tablets, digital mail, eMessaging, video calling, digital recording, investigative applications, reporting, training, staffing, infrastructure, hardware, software, cabling, and related supplies. The contractor must provide at least one tablet per eligible inmate at designated sites, secure and monitor all system activity, support Department-approved educational, vocational, legal, health, self-help, and media content, and provide digital forensics services for approximately 150–200 devices per month. The contractor must also install and maintain a Managed Access System at the Mark W. Stiles and William G. McConnell units to restrict unauthorized wireless communications. The contract is expected to be a seven-year base period with three consecutive two-year option periods, for a potential total duration of 13 years. The system must be fully installed and functional within 180 days after the Service Commencement Date. Responses must address every Section C requirement and include the required cover page, response introduction, pricing schedule and budget narrative, contract clauses, subcontracting plan, accessibility materials, financial statements, and compliance statement. A minimum of three years of experience providing like services is required.
