Description

Washington County is soliciting proposals for one or more components of a comprehensive detainee-services program: food service, commissary services, and inmate/detainee telecommunications. Food service includes three meals daily, sack lunches, therapeutic and religious diets, menu planning with Arkansas-licensed Registered Dietitian oversight, kitchen operations, inmate-labor supervision, food procurement, sanitation, staff meals, and special-event meals. The commissary scope includes detainee ordering kiosks, point-of-sale and web-based family ordering, trust-fund and account management, deposit kiosks, inventory and product fulfillment, accounting, reporting, and a proposed revenue-sharing structure. The communications scope includes a turnkey correctional telecommunications system with hardware, software, installation, maintenance, recording, monitoring, call-detail retention, secure authentication, PREA functionality, ADA-compliant equipment, multilingual prompts, and integration with the facility's systems. Proposers must provide applicable pricing schedules, menus, product lists, equipment and ownership details, staffing and operational approaches, technical specifications, sample reports, references, past-performance information, and a transition and implementation plan. Installation and transition are to be completed by December 31, 2026, unless otherwise directed by the County. The attached materials include regular, vegetarian, dental-soft, diabetic, kosher, and pregnancy meal menus.
