Description
Jefferson County Commission is soliciting qualifications-based statements from multidisciplinary professional firms to provide planning, architectural, engineering, correctional, and criminal-justice consulting services for the Birmingham Public Safety Center campus. The scope includes an existing detention facility and operational assessment; population, capacity, and needs analysis; infrastructure and central-plant evaluation; security, life-safety, code, accessibility, and facility-condition reviews; and a feasibility study for a new detention annex on the existing campus. The selected consultant will evaluate renovation, replacement, repurposing, demolition, and phased implementation alternatives while maintaining uninterrupted detention operations. Deliverables include assessments, a space program, conceptual site and floor plans, a campus master plan, phasing and implementation recommendations, planning-level and life-cycle cost estimates, an executive summary, and a final comprehensive master plan. Draft and final reports must be provided in searchable PDF and editable native formats, with six bound hard-copy sets; drawings, cost models, schedules, data tables, and presentations must also be supplied in editable formats. The qualifications statement must address firm and team qualifications, licenses, relevant correctional experience, technical approach, stakeholder engagement, schedule, past performance, workload, and at least three comparable-project references. No professional fee or price proposal is requested at this stage.
