Description
Tri-Lakes Regional Sewer District is soliciting qualifications and proposals from firms to operate and maintain its wastewater collection system. The scope includes labor, tools, utilities, chemicals, administrative management, general maintenance and repairs for collection piping, vacuum systems, grinder pumps, valves, fittings, lift stations, equipment calibrations, maintenance logs, grounds and housekeeping, vehicles, and maintenance facilities. The operator must maintain required inventory, support capital-improvement coordination, provide technical support, and obtain District approval for maintenance requirements exceeding $1,000. The contractor must provide staffing capable of responding 24 hours a day, seven days a week to operational failures, including personnel knowledgeable in vacuum collection systems. Required deliverables include monthly monitoring and budget-related reports, an annual summary and estimated budget report, prompt reporting of discharges and abnormal conditions, and ongoing employee training. Responses must include firm information, key-personnel resumes, relevant wastewater-system experience and references, related experience, proximity to the work area, and a not-to-exceed proposal with itemized expenses, hourly rates, roles, and estimated individual costs. The contract is for one year with three one-year renewal options, and evaluation will consider technical expertise, past performance, organizational capacity, system familiarity, and cost.
