Description
The City of Santa Clara is seeking a qualified consultant to comprehensively update its Historic Preservation Ordinance to reflect changes in California law, current preservation practices, City growth, and policy objectives. The work includes reviewing the existing ordinance and related policies, identifying gaps and implementation issues, facilitating policy-direction workshops, and preparing an administrative draft ordinance amendment in clean and redline formats. The selected consultant will also develop implementation tools such as an SPA permit decision matrix or decision tree; support public review, community meetings, Historic Landmarks Commission, Planning Commission, and City Council meetings and hearings; prepare accessible presentations and engagement materials; manage public comments; and provide final ordinance, source files, comment-resolution materials, and an implementation summary. Assigned preservation professionals must meet the Secretary of the Interior’s Professional Qualifications Standards for applicable disciplines.
