Description
The Massachusetts Port Authority is seeking one concessionaire to develop, operate, and manage a prohibited-item mail-back program in the pre-security areas of Terminals A, B, C, and E at Boston Logan International Airport. The selected operator will provide travelers with mail-back services for items confiscated by the Transportation Security Administration that are not otherwise illegal, install and maintain new mailer units, provide customer service and item pickup, comply with ADA and airport security requirements, and support transition from the existing operator, MailSafe Express, whose agreement expires March 31, 2027. The concession agreement will have a maximum five-year term commencing April 1, 2027. Proposers must demonstrate at least one year of relevant airport prohibited-item mail-back concession experience or equivalent capability, submit an implementation plan, operating and maintenance procedures, proposed service fees, unit designs, and a financial proposal based on a percentage of gross revenues. A $2,500 proposal deposit is required; the original certified, treasurer's, or cashier's check must be mailed separately by the deadline. The proposal must be submitted as a single searchable PDF, with pro formas uploaded as Excel files, and may not exceed 150 pages or 300 MB.
