The City of Boston Age Strong Commission is seeking an experienced transportation consultant to evaluate three existing senior transportation offerings—a city-operated shuttle, a subsidized individual transportation program, and a taxi coupon program—and develop an actionable plan to integrate them into a cohesive mobility network. The work includes quantitative and qualitative assessment, surveys and interviews, peer-city benchmarking, development of performance measures, and a final current-state assessment. The engagement also requires prioritized near-term improvement recommendations, followed by long-term strategic planning with multiple five- to ten-year scenarios addressing service models, technology, fleet, staffing, funding, rider benefits, and financial sustainability. Proposers must submit separate technical and price proposals, including a cover page, responses to the scope of services, ownership details, three references, insurance documentation, and the required wage-theft certification. The maximum budget is $200,000, with milestone-based payments and an anticipated contract period from December 14, 2026, through September 30, 2027.
