Description
The United States Postal Service is soliciting a contractor for Contract Delivery Service route HCR 996B3 between the Palmer, Alaska, post office and H011. The service operates daily except Sundays and holidays and includes casing, loading, transporting, unloading, delivering, and collecting all classes of mail, along with required scanning, mail exchanges, and related route administration. The estimated route is 31.3 miles per trip, 303.07 annual trips, 9,486.1 annual miles, and approximately 1,667 annual hours, serving an estimated 551 boxes. The contractor must provide at least one 120-cubic-foot vehicle, suitable standby equipment, cellular communication capability, roof-mounted warning lights, secure enclosed mail storage, and all required maintenance and operating resources. The proposal must include supplier eligibility, past-performance information, supplier-capability information, a detailed operations plan addressing routine and contingency operations, representations and certifications, PS Form 7405, and the completed Highway Transportation Contract—Cost Worksheet. The contract is a fixed-price contract with economic price adjustment, with a stated term from December 1, 2026, through September 30, 2030; renewal may be negotiated by mutual agreement.
