Description
The City of Dowagiac is soliciting a contractor to provide comprehensive blight administration and code enforcement services as an extension of City staff. The scope includes complaint intake and investigation; routine, neighborhood-based, and complaint-driven inspections; identification and documentation of property maintenance, nuisance, zoning, vegetation, refuse, junk vehicle, unsafe structure, and related ordinance violations; electronic case files; searchable case tracking in the City's BS&A system; notices and correspondence; follow-up inspections; compliance assistance; escalation; and monthly reporting. The contractor must maintain court-ready records, coordinate with City departments and external agencies, support the City Attorney, and appear in court or administrative proceedings when requested. The City's preferred approach is to educate property owners, explain violations clearly, provide practical resources, encourage voluntary compliance, and establish reasonable correction timelines before pursuing fines or court action. Proposals must address qualifications, project team, technical approach, technology and records capabilities, work plan and availability, detailed pricing, at least three references, legal and contract disclosures, and a sample work product if available. Optional services may include rental registration or inspection administration, zoning support, dangerous-building case support, GIS mapping, after-hours inspections, grant support, and specialized nuisance-abatement services.
