Description
This Sources Sought notice seeks information from potential contractors for non-personal material-management and logistics services supporting Military Sealift Command ashore warehouse operations worldwide. The anticipated scope includes material receipt, stowage, special-material handling, transportation, disposal, centrally managed stock, reutilization asset management, audits and inventories, customer service, material-handling and warehouse equipment support, training, and contract phase-in and phase-out. The Government will provide warehouse and office space and certain forklifts and storage aids; the contractor must provide labor, travel, materials, vehicles, and personal protective equipment. The draft requirement includes a 12-month base period, four one-year option periods, and a six-month option period. Operations would support multiple domestic and overseas locations, with requirements for at least 98% inventory accuracy, annual 100% physical inventory coverage, hazardous-material and temperature-controlled-material handling, small-arms logistics support, ship-decommissioning assistance, transportation coordination, warehouse optimization, and 24/7 surge capability during emergencies. The contractor must also cleanse and standardize inventory data and develop or integrate material-visibility, stowage-optimization, and part-interchangeability capabilities with the Government's logistics systems. A SECRET facility clearance and appropriately cleared personnel are required, subject to special staffing provisions for South Korea. Responses must address company capability, corporate experience, key personnel, subcontractor management, technical approaches, similar past performance, and recommendations regarding the draft requirement.
