Description
The City of Providence Department of Housing & Human Services seeks an organization to administer the Neighbors Seeking Recovery Mini Grant Program from January 1 through December 31, 2027. The program will provide emergency mini-grants to Providence residents experiencing financial barriers to substance use disorder treatment, including assistance with treatment-related copayments, food, transportation, telephone access, recovery housing, and other basic needs. The selected organization will develop program procedures and application materials, determine eligibility, distribute grants, conduct outreach and training for referring organizations, and maintain the required data collection system. The contractor will collaborate with the Department of Housing & Human Services on evaluation and reporting. Required deliverables include standard operating procedures, a client application, data collection instruments and systems, informational materials, quarterly de-identified grant reports, bi-annual narrative reports, and a final performance report. The proposal must include a maximum 10-page narrative, proposed timeline, relevant staff resumes, budget and detailed line-item budget narrative, fiscal-capacity information, and a certificate of good standing for the organization's 501(c)(3) status. Administrative fees are capped at 15% of the requested funding. The estimated total contract amount is $121,958, with one contract anticipated.
