Description
The Federal Highway Administration is conducting a sources-sought market survey for an anticipated contract supporting the Build America Bureau. The requirement concerns independent lender’s insurance advisory services—not brokerage, insurance placement, owner-side risk management, or claims advocacy—for infrastructure financing across highway, transit, rail, port, aviation, transit-oriented development, and other eligible asset classes. Anticipated task areas include early insurance screening; pre-closing risk and policy reviews; analysis of contractual risk allocation; negotiation and transaction-closing support; post-closing portfolio and renewal monitoring; claims, loss-event, workout, and restructuring support; evaluation of public-entity self-insurance, pools, and captives; and program-level advisory services. Responses must describe relevant experience, organizational independence, covered asset classes and specialty lines, staffing and teaming capabilities, capacity, and feedback on potential acquisition strategy and contract structure. Electronic responses are limited to seven pages excluding the cover page, table of contents, acronym list, and separately labeled questions, and must be submitted in Microsoft Word or PDF format.
