Description
The City of Lauderhill is soliciting proposals from qualified financial institutions for a fixed-rate, tax-exempt direct bank loan or lease-purchase agreement of up to $2.7 million. Proceeds will finance police vehicles, related police equipment, and associated costs of issuance. The selected lender will provide a seven-year term loan secured only by the City's covenant to budget and appropriate non-ad valorem revenues. Proposers must provide fixed interest rates for both bank-qualified and non-bank-qualified status, estimated debt service, prepayment provisions, fees and expenses, and any additional covenants or conditions. Acceleration provisions and favored-nation clauses are not acceptable. Responses must include the completed proposal form, PUR 7068, the Florida public-entity-crimes sworn statement, non-collusion affidavit, proposer qualifications statement, and confirmation of a drug-free workplace with the proposer's policy attached. The qualifications statement requires three recent Florida municipal direct bank loans or similar financings, including issuer, amount, closing date, and contact information. Proposals will be evaluated primarily on total borrowing cost, with additional consideration for prepayment flexibility, fees and expenses, financial and legal covenants, and comparable Florida municipal financing experience.
