Description
The City is seeking one or more qualified financial institutions to provide financing of up to $2.5 million through either a Series 2026 non-ad valorem revenue bond or a lease-purchase agreement. The financing must be structured as a fixed-rate, tax-exempt bank loan, with a seven-year term and semiannual interest payments on April 1 and October 1 using a 30/360-day basis. The City will not accept provisions involving capital adequacy, cross-default, acceleration for non-major items, or interest-rate adjustments tied to tax-law changes, including most-favored-nation clauses. The only permitted interest-rate adjustment is an agreed fixed taxable rate if the financing becomes taxable solely because of City actions or inactions, or, for the Series 2026 bond, becomes non-bank-qualified solely because of City actions.
