Description
The City of Colorado Springs is seeking a registered investment advisor to provide discretionary portfolio management services for its Cemetery Endowment Fund, which had approximately $14.4 million in assets as of December 31, 2025. The advisor must support the Fund’s objectives of principal protection, annual income generation, liquidity, diversification, and long-term total returns of at least 6% over a five- to ten-year or longer horizon. The scope includes reviewing and recommending changes to the investment policy, developing and implementing investment strategies, selecting and monitoring investment managers, assessing market conditions, ensuring compliance with asset-allocation and investment-policy limits, and providing detailed monthly and quarterly financial reports, including GASB 40 and GASB 72-compliant information. The advisor must be registered with the Securities and Exchange Commission and the Colorado State Division of Securities, must not take possession of Fund assets, and must present portfolio results to City staff at least semiannually. Proposals are limited to 25 pages, excluding specified exhibits, and must include organizational information, qualifications, at least three similar-project references from the past five years, key-personnel resumes, pricing by performance year, and completed qualification documents and fee schedule.
