Description
Erie 1 Board of Cooperative Educational Services is seeking proposals from financing organizations to provide installment purchase agreement financing for technology equipment acquired by Erie 1 BOCES and participating school districts. The financing provider will pay equipment vendors after Erie 1 BOCES certifies satisfactory delivery and reviews invoices; equipment may be delivered directly by manufacturers or dealers, while Erie 1 BOCES retains title and responsibility for payments and insurance. The provider must support individual agreements generally ranging from $10,000 upward, with no provider-imposed minimum or maximum for individual or cumulative agreements; three-, four-, and five-year monthly payment schedules; interest-bearing escrow accounts; amortization schedules; electronic wire payments; and blanket insurance coverage. Proposals must address fixed-rate indexing, interest calculations, day count, grace periods, prepayment penalties, fees, escrow terms, other conditions, a master lease purchasing agreement, and a process outline with sample documents. The award covers agreements issued during the initial term, with two possible one-year renewals.
