Description
Livingston County is soliciting bids for on-demand delivery of E10 regular unleaded gasoline to the underground tank serving the County Car Pool at 3950 W. Grand River Avenue, Howell, Michigan. The tank holds 12,000 gallons. Historical demand was approximately 177,800 gallons in 2025 across 20 deliveries, averaging 8,900 gallons per delivery; 2026 volume was projected at 190,000 gallons. Deliveries must occur within two working days of an order, Monday through Friday between 8:00 a.m. and 4:00 p.m., with transportation and handling included. The fuel must comply with applicable ASTM specifications and environmental laws. The contractor must provide metered delivery documentation, OPIS-based pricing verification, spill response and cleanup, and tank monitoring. FuelCloud monitoring access will be provided by the County; alternative monitoring systems are permitted, but the contractor must bear their costs and maintenance. The quoted price is a fixed delivery markup for the five-year term, based on the OPIS Daily Contract Benchmark for Detroit, Michigan. A small-business prime may use a named, licensed petroleum distributor for delivery, transportation, tank monitoring, and spill response, subject to County approval, but the prime must provide its own liability insurance, qualifications, and references. The bid is all-or-nothing, and the County identified Petroleum Traders as the current supplier.
