Description
Washtenaw County seeks a qualified consultant to provide independent facilitation, research, stakeholder engagement, and technical analysis concerning the County’s police-services contract model and governance structure. The consultant will evaluate governance, cost models, contractual terms, operational practices, service expectations, financial considerations, and future service-delivery needs without advocating a predetermined outcome. The scope includes reviewing existing contracts and historical materials; interviewing county, sheriff’s office, municipal, school-district, labor, elected-official, and other stakeholders; facilitating monthly steering-committee meetings and additional working sessions; developing agendas, presentations, summaries, engagement plans, options analyses, technical memoranda, progress reports, and a final report; and presenting findings to the Police Services Steering Committee and/or Board of Commissioners. Required deliverables include a work plan, stakeholder engagement plan, summaries of existing arrangements and issues, stakeholder assessment, governance and service-delivery options with multiple PSU cost methodologies, millage revenue-and-expenditure analysis, monthly progress reports, and a final written report. The initial contract term is eight months with an option to renew for one additional year.
