Description
The City of Laredo is seeking a three-year contract, with two additional one-year renewal options, for the purchase and delivery of unleaded 87-octane gasoline containing 10% ethanol and No. 2 ultra-low-sulfur diesel fuel for Laredo Transit Management Inc. Estimated annual requirements are 90,000 gallons of gasoline and 450,000 gallons of diesel. Pricing will use the Laredo-area OPIS average rack price plus the bidder's fixed discount or differential, with freight, delivery charges, and applicable taxes identified separately. Fuel must meet the detailed specifications in Exhibit A, and deliveries may be required on weekends, holidays, or outside normal working hours with 24 hours' notice. Proposals are evaluated on company overview, supplier support, prior contracts with the City of Laredo, and pricing. Required submission materials include a supplier support letter, company overview, prior-contract information, pricing responses, a Conflict of Interest Questionnaire, a notarized Non-Collusive Affidavit, and supplier information. The solicitation provides a 5% evaluation preference for local vendors under Ordinance 2018-O-175. Proposals must be submitted electronically through Cit-E-Bid or by hand delivery; mailed, telegraphic, emailed, and faxed bids are not accepted.
