Description
The City of Ann Arbor is seeking up to two professional engineering firms to provide as-needed dam support for the Barton, Superior, Argo, and Geddes high-hazard dams. Services may include geotechnical, civil, structural, architectural, mechanical, electrical, instrumentation, security, surveying, and project-management support; regulatory compliance with FERC and Michigan EGLE requirements; inspections and assessments; preparation of studies, plans, specifications, permits, cost estimates, reports, and grant applications; construction administration and inspection; emergency action plan exercises; public engagement; and related operational and capital-project support. The selected consultants must maintain a local presence because frequent visits to the dams and Water Treatment Plant are required. The City expects to award up to two task-based professional services contracts for July 2027 through June 30, 2030, with up to two one-year extensions. There is no minimum value of services committed to either contract; the combined three-year available budget is approximately $250,000 to $1,000,000. Proposals must address professional qualifications, similar-project experience and references, a detailed work plan, staffing, regulatory deliverables, and a separately sealed fee proposal. Required proposal forms include the Legal Status of Offeror, Non-Discrimination Declaration of Compliance, Living Wage Declaration of Compliance, and Vendor Conflict of Interest Disclosure Form.
