Description
The University of Maine System, through Competitive Energy Services, LLC, is seeking fuel distributors to supply ultra-low sulfur heating oil to University of Maine at Farmington locations. Bidders may provide firm fixed-price, pay-as-delivered pricing and/or spot-market index pricing with a firm transportation and delivery markup. The bid price must include storage, delivery, insurance, bonding, environmental fees, NORA fees, LUST fees, and other costs. The contract is for a 12-month term beginning November 1, 2026, with renewal options. Deliveries will be made to campus storage tanks, generally between 7:00 a.m. and 3:00 p.m., with weekend tanker deliveries available as needed. The contractor must comply with applicable transportation and environmental regulations, address fuel-related furnace or spill issues, and provide workplace, environmental, and spill-prevention plans before performance. Bidders must complete and sign the supplier bid form and bidder signature page.
