Description
The City of Ann Arbor is seeking a qualified professional firm to create neighborhood-specific heating decarbonization plans for four to five micro-neighborhoods and support implementation in three to five of them. The work includes technical and economic analysis of fossil-gas infrastructure, electric-grid capacity and peak-load impacts, avoided infrastructure costs, household bill impacts, and the value proposition of decarbonization. The firm must evaluate solutions including cold-climate air-source heat pumps, individual geothermal systems, and networked geothermal, and develop decision criteria, neighborhood strategies, and transition workplans. The selected firm will provide approximately four hours per week of implementation support, including economic modeling, resident-specific utility-bill analysis, research, and program or policy recommendations. It will also serve as an expert witness in a future DTE Gas rate case concerning neighborhood decarbonization and non-pipeline alternatives, and participate in biweekly meetings with the City's Office of Sustainability and Innovations. The allocated funding is $125,000, and all work must be completed within 12 to 18 months of contracting.
