Description
Washington County, Maryland is soliciting bids for the purchase and delivery of bulk gasoline, ultra-low-sulfur diesel fuel, and heating oil through tank-wagon and transport deliveries. The scope includes unleaded 87- and 89-octane gasoline, No. 2-D ultra-low-sulfur diesel, heating oil, winter chemical treatment, and delivery to county, school, municipal, college, airport, highway, water, wastewater, library, and public-safety facilities. Bidders must price using the specified OPIS weekly rack-average pricing plus or minus a firm bidder factor covering freight and applicable fees. Deliveries must meet the stated ASTM, COMAR, handling, documentation, safety, and environmental requirements, including spill cleanup, delivery tickets, hazardous-material documentation, and Maryland oil vehicle operator certification for drivers. The contract is for one year, tentatively beginning December 1, 2026, with estimated annual usage of approximately 112,671 gallons of tank-wagon gasoline, 399,000 gallons of transport gasoline, 70,678 gallons of tank-wagon diesel, 717,000 gallons of transport diesel, 120,750 gallons of tank-wagon heating oil, and 118,000 gallons of transport heating oil. The County may award multiple contracts by product and may permit specified participating public agencies to purchase under separate agreements. Electronic bids must be submitted through the County's online bidding site; hard-copy bids will not be accepted.
