Description
The City of Ann Arbor seeks one or more agencies to provide state and federal lobbying and government relations services. The scope includes monitoring and analyzing legislative, regulatory, and enforcement developments; advising City leadership; developing annual policy, regulatory, and funding objectives; advocating for specific projects and legislation; coordinating relationships with governmental partners; and identifying grant, earmark, legislative, and other funding opportunities. The selected consultant(s) must support lobbying days and meetings in Lansing and Washington, D.C.; provide networking and government-engagement opportunities; prepare written communications; coordinate testimony and meetings for City officials; provide monthly activity updates and quarterly meetings with the City Council's Policy Agenda Committee; handle required lobbying registrations; coordinate an annual legislative and governmental services event at the Mackinac Policy Conference; and provide office space in Lansing or Washington, D.C. when needed and available. Proposals must address qualifications, similar-project experience and references, a detailed work plan, staffing, conflicts of interest, and separate state and federal fee options where applicable. The proposal is limited to 30 sheets (60 sides), excluding required attachments and resumes.
