Description
The City of Morgantown is seeking a qualified consultant to concurrently rewrite its Zoning Ordinance and Subdivision and Land Development Ordinance (SALDO) in support of the objectives and principles in its 2023 comprehensive plan, Morgantown 2033. The work will address zoning text and mapping, subdivision and development standards, community engagement, public presentations, staff training, and implementation support. The consultant should have experience with Rust Belt communities and/or university towns, understand West Virginia land-use regulations, and be able to develop practical planning solutions for infill, redevelopment, commercial corridors, and transitions between commercial and residential uses. The City prefers two standalone ordinances but is open to proposals considering a Unified Development Code. The scope includes at least two internal revision rounds, three public presentation sessions, and at least four in-person meetings related to formal review and adoption. The consultant is expected to prepare and manage project website content, coordinate standards with City departments and the Morgantown Utility Board, and assist with GIS implementation; the preferred zoning-map data format is geodatabase (.gdb). The anticipated project budget is $100,000 to $150,000, including implementation, educational materials, and community meetings, with final pricing subject to negotiation. Work is expected to begin in the first quarter of 2027, and the anticipated process is approximately 12 months, although it may extend beyond that timeframe.
