Description
The U.S. Navy is seeking repair, upgrade, testing, inspection, and overhaul services for nine power transformers identified as DSH1079-1 and part number 014521359 under NSN 7R-6120-014521359-KB. The contractor must return the units to Ready for Issue condition within the requested 52-day repair turnaround and perform the work at the specified repair facility. The contractor must provide the required facility, labor, parts, materials, tooling, and test equipment unless specifically identified as Government Furnished Material. Early and incremental deliveries are accepted. The work includes component repair and replacement, reassembly, testing, inspection, quality-control documentation, repair procedures, test and inspection procedures, historical records for each processed item, configuration management, MIL-STD-130 marking, and MIL-STD-2073 packaging. The contractor must maintain a quality system meeting ISO 9001, SAE AS9100, or an equivalent standard, along with calibration, purchased-material control, inspection, nonconforming-material, and repair-record systems. Government source approval is required before award for sources not already approved; unapproved sources must submit the information required by the applicable NAVSUP WSS Source Approval Information Brochure with their proposal. The notice states that the Government intends to solicit and negotiate with only one source under FAR 6.302-1 and is a presolicitation notice rather than a request for competitive proposals.
