Description
NB Power is seeking a single supplier for the design, manufacture, supply, testing, delivery, and off-loading of 13 oil-filled, four-winding, single-phase converter transformers for replacement of aging equipment at its Eel River HVDC converter station. The planned delivery profile is three transformers in each of 2029 through 2032 and one transformer in 2033, although earlier delivery may be accepted. The transformers must meet detailed electrical, mechanical, cooling, bushing, tap-changer, control, monitoring, cybersecurity, testing, warranty, and delivery requirements. The scope includes optional field assembly, vacuum processing, oil filling, and commissioning, with the supplier responsible for freight, delivery to the site, and off-loading. The proposal must address mandatory experience, ISO 9001 certification for each proposed manufacturing location, technical compliance, warranty, cybersecurity compliance, organizational and utility project references, manufacturing capacity, schedule and logistics, health and safety, quality assurance, environmental management, and pricing. Evaluation includes organizational experience, technical capabilities, schedule and logistics, health and safety, quality assurance, environmental performance, and total cost of ownership. Preference is given to relevant utility project references in Canada and/or the United States within the last 10 years, but this experience is not mandatory. Amendment 3 replaces Appendix 5 with Appendix 5 Rev 1, and the submission deadline is November 2, 2026, at 1:30 p.m. Atlantic Standard Time.
