Description
The City of Independence Water Department requires maintenance and evaluation of a USFilter RJ-2000 emergency vapor scrubber system. The contractor must remove and properly dispose of approximately 2,000 gallons of spent caustic soda and rinsate, remove solidified sodium bicarbonate and other residue, clean the scrubber vessel and tank, perform the specified caustic replacement and system-flush procedure, and install new liquid caustic soda supplied by the Water Department. The contractor must also provide suitable labeled disposal containers, replacement gaskets and hardware for disturbed covers, site cleanup and remediation, and all labor, equipment, materials, testing, and services required for completion. The work includes a thorough visual inspection and operational evaluation of the scrubber, including pump and exhaust-fan amp draws, airflow testing, pump discharge pressure recording, and completion of the system in operational AUTO mode. The contractor must document findings photographically and textually in a final report containing a project summary, equipment description, inspection findings, work dates and times, test-equipment calibration certificates, analysis, repair recommendations, and photographs. Three bound paper copies and one electronic copy of the report are required; photographs and video must also be provided on a USB flash drive. Bidders must demonstrate relevant qualifications, submit at least five similar completed projects from the previous two years involving potable-water storage-vessel inspection and cleaning under AWWA standards, provide a five-year safety record, and identify any subcontracted work. Personnel performing the work must have current 40-hour HAZWOPER certification with an 8-hour refresher and comply with confined-space requirements.
