Description
The City of Independence is seeking competitive proposals from qualified consulting firms to conduct a comprehensive compensation and staffing analysis for its Police Department. The work includes evaluating organizational structure, position classifications, staffing levels, growth projections, shift schedules, workload and service levels, assignment and unit allocation, and operational efficiency. The selected consultant must conduct a market salary and benefits survey of peer law enforcement agencies and recommend competitive compensation levels. Required deliverables include a methodology and data assessment report, draft staffing and compensation plan for stakeholder review, and final comprehensive report with organizational recommendations, position requirements by shift/rank/assignment, revised compensation schedule, and phased implementation roadmap. Proposals must address the firm's qualifications and similar public-sector police experience, project methodology, timeline, and fixed-fee cost proposal.
