Description
The City of Independence is soliciting proposals for projects funded through the U.S. Department of Housing and Urban Development's HOME Investment Partnerships Program. Eligible activities include acquisition and rehabilitation of single-family and multifamily units, redevelopment or conversion of commercial properties into permanent affordable housing, demolition and new construction of single-family housing, and related site improvements. Proposed housing must generally serve households at or below 80% of area median income. A 25% non-federal match is mandatory, and projects must comply with HOME regulations, environmental review requirements, applicable property standards, labor standards, accessibility and fair-housing requirements, and other federal, state, and local requirements. Applicants must submit a completed application addressing organizational capacity, prior affordable-housing experience, financial capacity, project design and readiness, community impact, and alignment with City objectives. Supporting materials include project photographs and histories, key-staff resumes, financial statements or an audit, financing commitments, a proposed budget, project maps and photographs, architectural plans or write-ups when available, proof of insurance, and applicable nonprofit or CHDO documentation. The application must be submitted electronically through the designated procurement portal by the stated deadline; paper, fax, and email submissions are not accepted.
