Description
The City of Independence Power & Light Department is soliciting proposals for a mission-critical, hybrid on-premises and cloud dispatch call handling system to replace its legacy dispatch-desk phone system. The solution must support eight workstations across primary and backup sites, concurrent roaming users, high availability, local operation during WAN or internet outages, cloud-based disaster recovery, P25 land mobile radio and Radio over IP integration, telephone-to-radio audio patching, role-based dispatcher and transmission-operator profiles, prioritized multi-line call handling, public outage-line IVR, and integration with utility GIS, customer information, and outage management systems through CTI or APIs. The scope includes supplying and installing local servers or appliances, recording storage sized for four years of call audio and data logs, desk phones, RoIP gateways, software licenses, mapping capabilities, system integration, testing, training, and 24/7/365 tier-3 support. Proposals must address cybersecurity and NERC CIP compliance, future P25 encryption and OTAR capabilities, dual-site synchronization, failover performance, and future pricing for optional upgrades. The solicitation also requires a completed pricing structure, up to three references, the Missouri anti-discrimination affidavit, and the Missouri immigration affidavit with E-Verify documentation.
