Description
The City of New York, through the Department of Health and Mental Hygiene, is seeking proposals for open-ended Justice-Involved Supportive Housing services. The program will provide permanent supportive housing, in scattered-site or congregate settings, for adults age 18 and older who frequently interact with the criminal justice and homeless services systems and have a mental illness or substance use disorder. The eligible population may also include individuals with frequent contact with the mental health treatment system. Services include rapid access to housing and comprehensive case management in apartment units, program sites, and the community. Contractors will link tenants to health, behavioral health, and other resources; support housing retention and community integration; and help reduce homelessness, criminogenic behaviors, and reliance on jail, shelter, and other emergency services. Respondents must maintain an account and an approved PASSPort Health and Human Services prequalification status. The solicitation also identifies Labor Peace Agreement, identifying-information, and earned safe and sick time requirements, with addenda and attachments available in the solicitation documents.
