Description
The Housing Authority seeks proposals from housing developers for project-based Veterans Affairs Supportive Housing (VASH) vouchers in newly developed communities. Proposals may request up to 20 voucher units per property, with a 20-year Housing Assistance Payment contract. Properties must be in the development pipeline, not yet under construction, and demonstrate site control and overall project feasibility. Selected projects must follow a Housing First approach and coordinate with the VA, which provides referrals and tenant-based case management and supportive services. The Authority may make multiple awards, subject to available funding. Proposals should describe the property, project readiness and timeline, site control and feasibility, poverty deconcentration, access to transit and amenities, relevant experience, design, Housing First policies, and supportive services. Required submission materials include a cover letter and proposal information, five client references, and the listed exhibits and schedules. The solicitation also specifies insurance requirements for the selected contractor.
