Description
Multnomah County is establishing a pool of qualified providers for supportive housing services for people experiencing homelessness or at risk of homelessness. The five service components are outreach and engagement; shelter and transitional housing; connections to stable housing; supportive housing stabilization services; and wrap-around supports. Services are expected to be culturally responsive, anti-racist, low-barrier, and aligned with Housing First and other evidence-based practices. Proposers may apply for one or more components and must submit a separate proposal for each; each component is evaluated independently, and a score of at least 70% is required to qualify. This Request for Programmatic Qualifications (RFPQ) establishes a qualified supplier pool, not a direct contract award. Qualified suppliers may be considered in later allocation processes, but qualification does not guarantee an invitation, contract, or funding. The County anticipates eligibility to contract for up to six years, with contracts potentially beginning in July 2027; individual contract terms and funding will be determined later. The proposal requires a separate written narrative for each service component, addressing organizational capacity, equity and inclusion, service delivery, the proposed service model and outcomes, and financial health. Each narrative is limited to eight pages, excluding required attachments, and must follow the stated formatting rules. Supporting financial statements and a financial narrative are required.
