Description
The Department of Veterans Affairs, National Cemetery Administration, is soliciting a firm-fixed-price, indefinite-quantity contract for grounds maintenance and improvement services at Riverside National Cemetery. The scope includes turf and grass maintenance; pest and weed control; irrigation system management, preventive maintenance, and minor repairs; pond, lake, canal, and wetland maintenance; drainage system maintenance; trash and debris removal; floral pickup; and cleaning and upkeep of columbaria, memorial walls, monuments, memorials, bridges, buildings, and related structures. The contract also includes a one-time Medal of Honor reflection pool pump-room upgrade involving installation of a water softener tank and replacement or configuration of programmable time clocks, an auto-fill control board and sensor, HOA switches, and an anemometer. The contractor must provide personnel, equipment, materials, plans, reports, licensed or certified specialists, and required environmental and safety compliance. The solicitation requires a draft Quality Control Plan, draft Grounds Management Plan, completed price schedules, technical proposal narratives, and at least two relevant past-performance references or questionnaires. The base period is 12 months with four 12-month option periods; the government states a guaranteed minimum of $9,115.51 and a maximum aggregate contract value of $23,000,000.
