Description
The City of Phoenix Water Services Department is soliciting a contractor to provide labor, transportation, trailers, roll-off bins, equipment, supervision, and disposal-related hauling services for dewatered water-treatment sludge, sewage sludge, barscreen conveyor screenings, and related materials. The contractor must provide covered, watertight hauling units; maintain sufficient trailers and bins at designated facilities; transport materials to approved disposal locations; manage manifests and weigh tickets; and perform safe unloading, spill prevention, cleanup, and emergency spill response. The scope also includes bin and trailer movement, rental, mobilization, demobilization, and occasional hauling of grit and screenings. Services will support multiple water and wastewater treatment facilities in the Phoenix metropolitan area, with estimated annual quantities including 340,000 tons of water-treatment sludge, 75 tons of barscreen screenings, and specified wastewater-screenings transportation. The agreement is for five years with no extension options. Bidders must have operated for at least five years, provide an emergency spill response plan, maintain required licenses and permits, and comply with applicable environmental, transportation, safety, and landfill requirements. The solicitation requires electronic submission of the completed portal questionnaire and specified forms, including the Offer Page, Conflict of Interest and Transparency form, licensing requirements, references, recycled-products certification, debarment certification, and Heat Safety Compliance form.
