Description
The City of Jurupa Valley is soliciting a qualified consulting firm to update its citywide Pavement Management Program, last completed in 2020 using the StreetSaver platform. The work includes reviewing existing pavement, roadway inventory, maintenance history, and related City data; confirming the City-maintained roadway network; surveying streets and alleys; calculating Pavement Condition Index ratings; collecting photographs and geospatial asset data; and updating the StreetSaver database so City staff can maintain it. The consultant must analyze maintenance, rehabilitation, and reconstruction needs; develop project priorities and ten-year funding scenarios; identify funding gaps and recommended funding sources; and provide an editable segment-level inventory, GIS data, georeferenced photographs, analysis files, draft and final reports, a data dictionary, update instructions, one findings presentation, and one staff training session. Optional additive scopes may cover inventories of private and unaccepted streets and existing sidewalks and traffic signs. The proposal must include qualifications, relevant experience, project approach, team, schedule, references, required forms, a base-scope fee proposal, and separate pricing for each optional item.
